(c) the history of avalanches in the area of the workplace (b) the snow conditions in the area of the workplace (a) the topography and vegetation in the area of the workplace (4) In conducting the avalanche risk assessment, the qualified person must consider all of the hazards and risks associated with an avalanche, including, without limitation, the following: (3) The avalanche risk assessment must be conducted by a qualified person.
